MUD 2019: the deadline is postponed to June 22nd

The Prime Ministerial Decree of 24 December 2018 “ Approval of the single environmental declaration model for the year 2019 ” was published in the Official Journal of 22 February 2019 .

The single environmental declaration model, pursuant to the Prime Ministerial Decree of 28 December 2017, is entirely replaced by the model and instructions attached to the new decree.

What is the MUD?
The Single Environmental Declaration Model is the tool used for the annual communication to the waste registry: a requirement that allows for the collection and statistical processing of data on waste collected by municipalities, produced by companies and entities, transported, intermediated, marketed and subjected to treatments aimed at recovery or disposal.

What is the deadline for submitting the MUD?
Pursuant to the provisions of art. 6 of Law 25 January 1994, n. 70, the 2019 MUD must be submitted 120 days after the publication of the Prime Ministerial Decree in the Official Journal, therefore the usual submission date of 30 April will be postponed to 22 June 2019.

Who is required to submit the declaration?
The subjects required to submit the MUD are those defined in article 189 c. 3 of Legislative Decree 152/2006, i.e. transporters, intermediaries without detention, recoverers, disposers, producers of hazardous waste, producers of non-hazardous waste from industrial, artisanal and waste treatment processes with more than 10 employees, Municipalities.

New national electronic register for waste traceability
From 1 January 2019 and until the new waste traceability system is fully operational, the subjects required to comply with this obligation (identified by Legislative Decree 152/2006) must guarantee the traceability of waste by filling out registers and forms and submitting the MUD as provided for by articles 188, 189, 190 and 193 of the same Decree, with the related sanctions.
