The environmental declaration model

The MUD or Single Environmental Declaration Model , established by Law no. 70/1994, is a formal obligation through which waste produced (collected, transported or disposed of) by economic activities or public bodies must be reported.

At the beginning of the year, the Ministry of the Environment and Protection of Land and Sea announced that the same indications as in 2019 will be repeated for the MUD.

The annex to the decree of the President of the Council of Ministers of 24 December 2018 (published in the Ordinary Supplement no. 8 to the Official Journal – general series – no. 45 of 22 February 2019) has in fact set 30 April 2020 as the expiry date.

Compared to the previous year, the structure of the document remains unchanged and, therefore, is composed of six different types of communication:

  • Waste
  • End-of-life vehicles
  • Packaging (Consortia and Packaging Waste Managers section)
  • Waste from electrical and electronic equipment
  • Urban waste (assimilated and collected under agreement)
  • Electrical/electronic equipment manufacturers

Who is required to submit the MUD for the environmental declaration?

The subjects required to submit the MUD, defined by article 189 c. 3 of Legislative Decree 152/2006, are:

  • transporters
  • intermediaries without detention
  • recoverers/disposers
  • producers of hazardous waste
  • producers of non-hazardous waste from industrial, artisanal and waste treatment processes with more than 10 employees
  • Municipalities

What are the procedures for submitting the environmental declaration?

The subjects involved will have to present the declaration via the MUD Telematico website. The exact procedures to follow for presenting the Single Environmental Declaration Model and the useful paths for presenting it electronically are present in Annex 4 of the ministerial document , in summary:

  • Communications regarding waste, WEEE, packaging and end-of-life vehicles must be transmitted electronically via the website set up by the Ministry www.mudtelematico.it .
  • The simplified waste communication must instead be filled out via the website mudsemplificato.ecocerved.it and sent via PEC (certified electronic mail) to the address comunicazionemud@pec.it
